Three men have been arrested in connection with an illegal gambling operation run out of the All Stars Tampa Domino Club on W Waters Ave. The arrests followed a yearlong undercover investigation by the Tampa Police Department’s Street Anti-Crimes Squad.
Authorities began investigating the gambling house in December 2023 and determined that the club operated seven days a week, focusing on illegal sports bets. Officers placed bets undercover throughout 2024 and identified three suspects involved in the operation: 67-year-old Marcelino Perez, 32-year-old Charlie Parilla, and 29-year-old Kendrick Franklin.
On February 9, 2025, officers executed a search warrant at the club, seizing multiple computers, receipts related to illegal gambling, more than $12,000 in cash, and a semi-automatic pistol. Perez, Parilla, and Franklin were taken into custody.
Perez faces charges including conspiracy to bookmake and a RICO violation. Franklin faces charges for betting on contests of skill, bookmaking, and racketeering. Parilla faces multiple charges, including four felony counts of betting on contests of skill.

The investigation remains ongoing.
