Lake City Man Arrested After Witnesses Report Dog Beaten in Public

LAKE CITY, Fla. — A Lake City man was arrested Tuesday after multiple witnesses reported seeing him repeatedly punch a dog in a public area, according to the Lake City Police Department.

Officers responded on June 17, 2026, to the area of South Marion Avenue after receiving several 911 calls regarding animal abuse and a disturbance.

Witnesses told officers they observed 39-year-old Ryan P. McCartney striking a dog multiple times in the head and face with closed fists while yelling loudly.

According to witness statements, McCartney continued assaulting the animal before throwing it into a trailer attached to his bicycle. Witnesses reported that he then continued punching the dog while it was inside the trailer.

The dog was allegedly whimpering and attempting to move away but was unable to escape, according to investigators.

Officers identified McCartney at the scene. Police said he denied abusing the animal.

During the investigation, officers collected sworn statements from several witnesses who independently described the same sequence of events.

McCartney was arrested without incident and transported to the Columbia County Detention Facility. His bond was set at $7,000.

The Lake City Humane Society responded to the scene and took custody of the dog.

“Our community expects animals to be treated with care and respect,” Lake City Police Chief Gerald Butler said in a statement. “When credible witnesses report acts of cruelty, our officers will investigate thoroughly and take appropriate enforcement action.”

Authorities have not released additional information regarding the dog’s condition.
