JACKSONVILLE, Fla. – A Jacksonville patrol officer has been arrested on a domestic battery charge after an investigation found he struck a person with whom he was in a relationship multiple times, Sheriff T.K. Waters announced Tuesday.
Michael Schrum was arrested on one count of domestic battery, a first-degree misdemeanor. At the time of his arrest, Schrum had worked for the Jacksonville Sheriff’s Office for six years and 10 months after being hired Nov. 25, 2019.
During the briefing, Waters initially referred to Schrum as an officer before saying it was “the last time I’m going to refer to him as an officer.”
The investigation began Monday, Sept. 29, when a person in a domestic relationship with Schrum reported that he had committed a battery on Sept. 16.
JSO’s Integrity Unit opened an investigation. According to Waters, investigators determined Schrum was intoxicated, became enraged and struck the victim multiple times, causing visible injuries.
Integrity Unit detectives arrested Schrum Monday evening and stripped him of his police authority.
Waters said the agency must follow its disciplinary process but intends to seek Schrum’s termination.
“When a member of this agency violates the law, that person will be held accountable,” Waters said, adding that “no one’s above the law.”
Schrum’s arrest marks the ninth arrest of a JSO employee by JSO itself in 2026, according to Waters.
Other JSO Employees Arrested in 2026
- Nicholas Hicks was the first employee arrested by JSO this year, on grand theft and official misconduct charges stemming from accusations that he collected more than $2,600 for secondary employment shifts he did not work.
- Christian Madsen was arrested in February on grand theft, organized fraud and official misconduct charges after investigators accused him of falsely claiming more than $14,000 in overtime.
- In April, JSO announced the arrests of three officers: Sgt. Michael Rourke, Officer Christopher Sosa and former Officer Dylan Bostick on grand theft, organized fraud and official misconduct charges in a separate overtime investigation. Waters said those were the third, fourth and fifth arrests of JSO employees by the agency in 2026. Investigators accused the three of claiming a combined 440-plus hours of overtime they did not work.
- Patrol Officer Shane Saydek became the sixth JSO employee arrested by the agency in July. He was charged with misdemeanor battery after investigators said he struck an intoxicated, handcuffed man at the jail. Another officer witnessed the encounter and reported Saydek’s actions to supervisors, according to Waters.
- Other JSO employees have been arrested by outside agencies during 2026. Those include veteran patrol officer Raymond Goethe on a DUI charge in St. Johns County, corrections officer Jose Guerra on battery and witness-tampering allegations in Flagler County, and patrol officer John Tiedeman on a felony battery charge following an incident at a Clay County bar.
- Former JSO corrections officer Erik Zapata was also taken into custody on an attempted sexual battery warrant from Manatee County. Reporting at the time described his case as the 10th JSO employee arrest overall in 2026, illustrating the difference between the total number of employees arrested and the smaller number arrested specifically by JSO.
