Elderly Driver Cited in 2024 Fatal Accident at Sugar Mill Elementary School

The investigation into the fatal accident at Sugar Mill Elementary School on May 24, 2024, has concluded, according to an update from the Port Orange Police Department.

The accident occurred at 1101 Charles Street in Port Orange and involved a pedestrian in a crosswalk. 9-year-old Shaolan Kamly was riding her bike in front of the school when she was hit.

The driver, Pamela J. Schulz, 70, of New Smyrna Beach, was found not to have been operating her vehicle in a wanton or reckless manner. Traffic Homicide Investigators, with assistance from the Daytona Beach Police Department, Florida Highway Patrol, and Florida Department of Law Enforcement, determined that speed was not a factor in the crash.

Schulz was cited for failure to exercise due care toward a pedestrian in a crosswalk, a violation of Florida State Statute 316.130(15).

“Our hearts remain with the victim’s family and friends, as well as the entire Sugar Mill community during this difficult time,” the Port Orange Police Department stated.
