TSA Announces Final Rule for REAL ID Enforcement Beginning May 7, 2025

The Transportation Security Administration (TSA) has published a final rule outlining the framework for phased enforcement of REAL ID requirements by federal agencies. Beginning May 7, 2025, only state-issued driver’s licenses and identification cards that meet REAL ID Act security standards will be accepted for official purposes, including boarding commercial aircraft.

The rule allows federal agencies to implement enforcement in phases, considering security, operational risks, and public impact. Agencies using phased enforcement must coordinate plans with TSA and provide details on their websites. TSA will also release additional information on its phased enforcement approach on TSA.gov.

“Congress passed the REAL ID Act in 2005 to address security vulnerabilities identified after 9/11,” said TSA Administrator David Pekoske. “Identity verification is fundamental to security. We urge those relying on driver’s licenses or state-issued IDs to ensure they are REAL ID-compliant before May 7, 2025. TSA is committed to working with the public and states for a smooth transition.”

All states are now issuing REAL ID-compliant licenses and IDs. Travelers are encouraged to obtain these or another form of acceptable identification to avoid delays at airport security checkpoints once enforcement begins.

The REAL ID Act establishes minimum security standards for state-issued licenses and IDs, enhancing the ability of federal agencies to verify identity and increasing security at airports, federal facilities, and nuclear power plants.
