During Bike Week 2025, the Port Orange Police Department’s Special Investigations Unit conducted “Operation Full Throttle,” a proactive online operation targeting individuals engaging in the sexual exploitation of children.
The operation, conducted in collaboration with multiple law enforcement agencies, including the Department of Homeland Security, Lake City Police Department, South Daytona Police Department, Orlando Police Department, and St. Johns County Sheriff’s Office, resulted in the arrest of 16 individuals. The Southeast Volusia Regional SWAT team assisted in the apprehensions.
The following individuals were arrested and charged with offenses related to child exploitation:
- Frank Hills Jr. (24): Obscene communication with a minor (traveling to meet/soliciting).
- Darryl Barrs (38): Obscene communication with a minor (traveling to meet/soliciting).
- Larry Dye (40): Obscene communication with a minor (traveling to meet/soliciting).
- Jeffery Summers (51): Obscene communication with a minor (traveling to meet/soliciting).
- Owen Walker (57): Obscene communication with a minor (traveling to meet/soliciting), human trafficking services, possession of cocaine, and trafficking in fentanyl.
- O’Neil Bryce (28): Obscene communication with a minor (traveling to meet/soliciting).
- Maurice Gainey (34): Obscene communication with a minor (traveling to meet/soliciting).
- John Long (55): Obscene communication with a minor (traveling to meet/soliciting).
- Lauren Chesler (29): Obscene communication with a minor (traveling to meet/soliciting).
- Guy Vitale (65): Obscene communication with a minor (traveling to meet/soliciting).
- Miguel Fuentes (42): Obscene communication with a minor (traveling to meet/soliciting).
- Caleb Wilford (25): Obscene communication with a minor (traveling to meet/soliciting), and distributing obscene material to a minor.
- Harry Pierre (29): Obscene communication with a minor (traveling to meet/soliciting).
- Jeffrey Shev (70): Obscene communication with a minor (traveling to meet/soliciting).
- Joseph De Lustro (42): Obscene communication with a minor (traveling to meet/soliciting).
Joseph Lugo was also arrested by the Pasco Sheriff’s Office after contacting and soliciting an ICAC Task Force member. The South Daytona Police Department filed additional charges against Lugo.
Jeffery Summers was identified as an employee of Horizon Elementary School in Port Orange. The school and the Volusia County School Board have been notified.
