Administrator of Criminal Online Marketplace Extradited to U.S. From Kosovo

Liridon Masurica, 33, of Gjilan, Kosovo, also known online as “@blackdb,” has been extradited to the United States to face charges of conspiracy to commit access device fraud and multiple counts of fraudulent use of unauthorized access devices. United States Attorney Gregory W. Kehoe announced the extradition. If convicted on all six counts, Masurica faces a maximum sentence of 55 years in federal prison.

Masurica, a citizen and resident of Kosovo, was apprehended by authorities in Kosovo on December 12, 2024, and extradited to the United States on May 9th under the extradition treaty between the two nations. He made his initial court appearance in Tampa on May 12, 2025, before United States Magistrate Judge Lindsay Saxe Griffin, who ordered him detained pending trial.

According to the indictment, Masurica allegedly served as the lead administrator of BlackDB.cc, an online criminal marketplace that operated from 2018 until the present day. The indictment alleges that BlackDB.cc illegally offered for sale compromised account and server credentials, credit card information, and other personally identifiable information belonging primarily to individuals in the United States, including those residing within the Middle District of Florida. Cybercriminals who purchased this stolen information allegedly used it to carry out various illegal activities such as tax fraud, credit card fraud, and identity theft.

The indictment emphasizes that these are formal charges, and Masurica is presumed innocent until proven guilty in a court of law.

The investigation was spearheaded by the FBI, working in collaboration with the Kosovo Police’s Cybercrime Investigation Directorate. Assistant United States Attorney Carlton C. Gammons will be prosecuting the case. Significant assistance in securing Masurica’s arrest and extradition was provided by the FBI’s Legal Attaché Office in Sofia, Bulgaria, and the Department of Justice’s Office of International Affairs. The Special Prosecution of the Republic of Kosova and the Kosovo Police’s Cybercrime Investigation Directorate also played a crucial role in Masurica’s apprehension.
