A three-day undercover operation dubbed “Operation Travel to Gavel” has resulted in the arrest of fourteen men who traveled to meet individuals they believed to be minors for sex. The sting, conducted from Thursday to Saturday, targeted Internet predators in Volusia County, with the defendants messaging undercover detectives posing as 13- to 15-year-old boys and girls.
One of the arrests included 25-year-old Moshe Josue Delgado Juarez of Ocala, who allegedly accelerated his car into a deputy, causing a fractured leg. In addition to charges stemming from the undercover operation, Juarez faces aggravated battery and assault on law enforcement officers, aggravated fleeing with injury, and resisting arrest with violence.
Also among those arrested was Joshua Lee Walker, 45, visiting Florida on vacation from Lexington, N.C., with his girlfriend and three children.
The other defendants arrested are:

- Mathieu Merveil Kouatonou, 29, Orlando
- Niegel George Johnson, 28, Daytona Beach
- Sourab Chilakamarri, 26, Daytona Beach
- Reinaldo Ray Medina Jr., 31, South Daytona
- Carlos George Guebara, 51, DeLand
- Kenneth Leon Baldwin Jr., 39, Daytona Beach
- Thomas Edward McKee, 39, Port Orange
- Patrick James Concree, 40, Kissimmee
- Francisco Javier Jurado, 33, Orange City
- Robert Scott Shipley Jr., 26, Vero Beach
- Joseph Alan Williamson, 55, Port Orange
All fourteen men were booked into the Volusia County Branch Jail.
“Operation Travel to Gavel” was a joint effort by the Volusia Sheriff’s Office (VSO) in collaboration with the North Florida Internet Crimes Against Children (ICAC) Task Force, Port Orange Police Department, South Daytona Police Department, Lake City Police Department, Marion County Sheriff’s Office, Florida Department of Law Enforcement (FDLE), and the State Attorney, Florida’s 7th Circuit.
