A bicycle stolen from the Beaches Town Center was recovered and returned to its owner in under 24 hours, thanks to surveillance video and license plate reader (LPR) technology used by the Neptune Beach Police Department.
On June 29, 2025, at approximately 9:49 p.m., the victim reported that their bicycle had been stolen while they were out to dinner. Surveillance footage showed the suspect loitering in the area and observing multiple bicycles before committing the theft.
Investigators utilized LPR data to identify the suspect. The following day, June 30, 2025, detectives from the Criminal Investigations Division, with assistance from the Patrol Division, responded to the suspect’s residence. There, officers located the stolen bicycle and took the suspect into custody.
The suspect, identified as James Kramer, was booked into the Duval County Jail on the following charges:
- Petit Theft – Misdemeanor (812.014(2)(F))
- Criminal Mischief – Misdemeanor (806.13(1)(B)1)
The bicycle was returned to the victim shortly after recovery.
