Man Charged in Fatal Jacksonville Shooting of 18-Year-Old Woman

A Jacksonville man has been arrested and charged in connection to the fatal shooting of 18-year-old Xzaria Randall early Saturday morning.

At approximately 1:00 a.m. on July 5, 2025, Jacksonville Sheriff’s Office patrol officers from District 4 responded to a reported shooting on Rover Road near 103rd Street. Upon arrival, officers located Randall suffering from multiple gunshot wounds to her torso. Jacksonville Fire and Rescue Department personnel pronounced her deceased at the scene.

JSO Homicide detectives launched an investigation, gathering physical evidence and interviewing witnesses. Their efforts quickly led to the identification of 23-year-old Stephan Tyrell Smith as the suspected shooter.

Smith was arrested and is currently booked in the Duval County Jail. He faces a charge of Murder in the Second Degree.

The Jacksonville Sheriff’s Office stated it will work closely with the State Attorney’s Office as the case moves forward.
