FDLE Arrests Two Bail Bondsmen in South Florida Extortion Scheme

MIAMI, FL – On July 10, 2025, the Florida Department of Law Enforcement (FDLE) announced the arrest of two bail bondsmen, Juan Carlos Soto-Arraga and Alexander Michael Rispa, in connection with an organized scheme to defraud and extort multiple victims. Rispa is a Venezuelan national.

According to investigators, the two men threatened to revoke their clients’ bail bonds unless additional payments were made, even after bond agreements had been fulfilled. Victims were told they had to send more money or face re-arrest, a tactic that authorities say constitutes extortion.

Both suspects were charged with the following:

  • One count of Organized Scheme to Defraud/Conspiracy
  • One count of Unlawful Use of a Communication Device
  • Two counts of Threats/Extortion

The arrests were made the same day FDLE agents received federal certification under the U.S. Immigration and Customs Enforcement (ICE) 287(g) program, authorizing them to perform certain immigration enforcement duties.

The operation was conducted in collaboration with the Florida Department of Financial Services, ATF Miami Task Force, Miami-Dade Sheriff’s Office, and Homestead Police Department. Both suspects were taken into custody without incident.
