Jacksonville Police Release Details in Fatal Officer-Involved Shooting After Arson

The Jacksonville Sheriff’s Office (JSO) has released preliminary details and body-worn camera video regarding an officer-involved shooting that occurred on Wednesday, August 13, 2025, in the area of East 25th Street near Buckman Street.

The incident involved 30-year-old Brian Gillis, who had a documented history of mental health issues. Family members and neighbors reported that Gillis had been disassociated from reality in the days leading up to the event.

According to investigators, Gillis set fire to the exterior wall of a neighbor’s home overnight and later admitted to a neighbor that he had committed arson. Around 6:20 a.m., a family member contacted JSO requesting a mental health evaluation for Gillis.

An officer and a partnered mental health clinician responded, but Gillis had already left the residence. Officers were alerted by radio to be on the lookout. Shortly after, Officer Bumgarner spotted Gillis running with a large knife in hand.

The officer initially drew his Taser and ordered Gillis to stop. Gillis turned, yelled “Back off!”, and then continued running toward a residential area. The officer then drew his service handgun, repeatedly ordering Gillis to drop the knife. Gillis did not comply, and the officer fired, striking Gillis.

Gillis collapsed onto the sidewalk but remained armed. Responding officers safely removed the knife before rendering medical aid. Gillis later died from his injuries.

The State Attorney’s Office will conduct an independent review to determine the legality of the shooting. Following that review, JSO will complete its internal investigation to ensure all policies and procedures were followed.

Sheriff’s officials emphasized that conclusions about the incident are pending until both reviews are complete.
