PENSACOLA, Fla.—The Florida Department of Law Enforcement (FDLE) has charged Jessica Sonia Humphreys, 24, of Miami, with 72 counts of petition fraud and 72 counts of perjury, all third-degree felonies.
The investigation began in January 2023 when the Escambia County Supervisor of Elections alerted FDLE agents to numerous fraudulent petitions related to the constitutional amendment regarding marijuana use. Humphreys, a paid petition gatherer for “Smart and Safe Florida,” was found to have submitted 38 fraudulent petitions in Escambia County.
Further investigation with the Santa Rosa County Supervisor of Elections revealed that Humphreys had submitted an additional 34 petitions using fictitious names in that county.
FDLE agents obtained arrest warrants for Humphreys in November 2023. She was initially arrested in January 2024 by the Santa Rosa County Sheriff’s Office on 34 counts of petition fraud and 34 counts of perjury. After posting bail, she failed to appear for her court hearing.
On August 15, 2025, Humphreys was arrested by the Coral Springs Police Department during a traffic stop on 38 counts of petition fraud and 38 counts of perjury related to the Escambia County crimes. She was initially taken to the Broward County Jail and later extradited to the Escambia County Jail on August 26. She will also face charges for her failure to appear in Santa Rosa County.
The Office of the State Attorney, First Judicial Circuit, is prosecuting the case. The investigation remains active.
