NAPLES, Fla. – An unlicensed contractor is behind bars after investigators say he defrauded multiple Naples condominium owners out of tens of thousands of dollars for hurricane impact windows that were never installed.
Michael Allen Rodriguez, 29, owner of MCR Construction Pro, is being held in the Charlotte County Jail on local charges while awaiting extradition to Collier County, where he faces several felony fraud charges.
“This case is a terrific example of our detectives’ persistence and commitment to protecting Collier County residents from fraud and holding accountable those individuals who take advantage of others,” said Sheriff Kevin Rambosk.
According to the Collier County Sheriff’s Office, between January and April 2022, Rodriguez accepted deposits totaling $20,100 from five condo owners for window purchases and installation. Detectives say he deposited the funds but never provided the materials or performed the work—instead using the money for personal expenses.
Investigators also learned Rodriguez was not licensed to perform contracting work in Florida.
A warrant was approved by the Naples State Attorney’s Office charging Rodriguez with fraud—obtaining property valued between $20,000 and $50,000 and scheme to defraud. Detectives tracked him to Charlotte County, where he was arrested on June 16. CCSO has placed a hold on him pending his transfer to Collier County.
Sheriff Rambosk urged residents to verify contractor credentials before hiring anyone. Consumers can confirm a contractor’s license online at MyFloridaLicense.com by selecting “Online Services” → “Verify a License.”
He also reminded homeowners never to pay in full upfront and to request proof of insurance, licensing, and customer references before work begins.
Anyone who suspects contractor fraud should report it immediately to local law enforcement.
