Kissimmee Man Arrested After Soliciting Parent of 9-Year-Old for Sexual Activity

Osceola County, Florida – The Osceola County Sheriff’s Office arrested Zachary Jordan Lazzell on December 11, 2025, following an investigation into the solicitation of minors and their guardians for unlawful sexual activity.

The investigation was initiated in December 2025 after the Sheriff’s Office received a cyber-tip from the National Center for Missing and Exploited Children (NCMEC). Detectives with the Internet Crimes Against Children (ICAC) unit began investigating the incident.

On December 11, 2025, ICAC detectives executed a search warrant at Lazzell’s residence in the Windmill Point subdivision of Kissimmee. During the investigation, detectives located online chats where Lazzell allegedly expressed his desire for “incest” with minors and engaged in sexual activity with someone he believed to be a parent or guardian of a 9-year-old.

Based on the evidence collected, Lazzell was arrested and charged with:

  • Unlawful use of a two-way communication device
  • Using a computer to solicit parent/guardian consent (Florida Statute $\text{847.0135(3)(b)}$)

Lazzell was booked into the Osceola County Jail with zero bond. The case remains under investigation.
