KISSIMMEE, FL – A 27-year-old man is being held without bond following a residential search warrant in the Kindred Community of Kissimmee. Steven Michael Pagan was arrested on Tuesday, January 20, 2026, after an investigation into the distribution and solicitation of child sexual abuse material (CSAM).
The case was initiated by the National Center for Missing and Exploited Children (NCMEC), which flagged an individual sharing and seeking illegal material online.
ICAC Raid in Kissimmee
Detectives with the Osceola County Sheriff’s Office Internet Crimes Against Children (ICAC) Unit spearheaded the investigation. After identifying the suspect’s location, detectives executed a search warrant at Pagan’s residence on Tuesday.
During the search, digital evidence was recovered that investigators say links Pagan to the possession and sharing of child exploitation material.
Formal Charges and Jail Status
Pagan was transported to the Osceola County Jail and faces several felony counts:
- 4 Counts: Possession of Photo/Video of Sexual Performance by a Child
- 1 Count: Unlawful Use of a Two-Way Communication Device
Following his initial appearance, a judge ordered that Pagan be held with zero bond, meaning he will remain in custody for the duration of the current proceedings.
Ongoing Investigation
The Osceola County Sheriff’s Office emphasized that while an arrest has been made, the investigation remains active as digital forensics teams continue to analyze the seized devices for further evidence of solicitation or additional victims.
