Flagler County Honored for Third Straight Year for Saving Taxpayers Millions in Inmate Medical Costs

FLAGLER COUNTY, Fla. – For the third year in a row, Prime Corrections has recognized Rick Staly and the Flagler County Sheriff’s Office as the top saver of taxpayer dollars through the Florida Sheriffs Association Offsite Inmate Medical Savings Program.

The award was presented during the Florida Sheriffs Association’s 2026 Winter Meeting, where it was announced that the Flagler County Sheriff’s Office saved more than $2.08 million in offsite inmate medical costs over the past year alone. Since joining the program in 2022, the agency has saved Flagler County taxpayers nearly $5.27 million.

The Offsite Inmate Medical Savings Program was created by the Florida Sheriffs Association to help county jails reduce the rising costs of offsite inmate medical care. Unlike state-run correctional systems, county jails are not protected by caps on inmate medical expenses, often leaving counties responsible for unpredictable and substantial bills.

At the urging of Sheriff Staly, the Flagler County Board of County Commissioners approved enrolling the Sheriff Perry Hall Inmate Detention Facility in the program in March 2022. Prior to that, the county paid inmate medical bills in full as submitted by outside providers.

Under the program, Prime Corrections reviews medical bills for errors such as unauthorized services, duplicate or incomplete claims, improper coding, and excessive or bundled charges. The company then applies pre-negotiated discounts or works directly with providers to reduce costs. There is no cost to the Sheriff’s Office or the county unless savings are achieved, with a portion of the recovered savings paid to Prime Corrections for its services.

“Winning the Saver of the Year Award for the third straight year is a testament to our commitment to providing law-required care for inmates while reducing the financial burden on taxpayers,” Sheriff Staly said. “Through this program, our award-winning detention facility has been able to significantly reduce costs while still meeting inmate medical needs. Since joining the Offsite Inmate Medical Savings Program in 2022, we have saved taxpayers nearly $5.27 million.”

Sheriff Staly credited the continued success to strong oversight, responsible fiscal management, and a focus on balancing inmate care with accountability to the public.
