Clearwater Man Arrested for Sending Harmful Material to Undercover Agent Posing as 13-Year-Old Girl

CLEARWATER, Fla. — A 25-year-old Clearwater resident faces felony charges after allegedly sending harmful material to someone he believed was a 13-year-old girl during an undercover operation, authorities announced.

The Florida Department of Law Enforcement (FDLE) arrested Isis Kapadia on Monday, February 2, 2026, charging him with one count of transmission of harmful material to a minor and one count of unlawful use of a two-way communication device.

According to FDLE, the investigation began in August 2025 when agents from the Tampa Bay Regional Operations Center joined an ongoing human trafficking operation initiated by the Tampa Police Department. As part of that effort, FDLE launched an undercover chat operation.

During the operation, an individual identifying himself as “Sam” initiated contact with an FDLE undercover agent whom he believed to be a 13-year-old female. Investigators say the communications that followed formed the basis for the charges against Kapadia.

Through further investigation and court-authorized search warrants, agents identified “Sam” as Isis Kapadia.

Kapadia was taken into custody without incident on Monday, February 2, with assistance from the Pinellas County Sheriff’s Office. He was booked into the Pinellas County Jail.

The case is being prosecuted by the Office of the State Attorney for the Sixth Judicial Circuit.

FDLE stated that the investigation remains active and ongoing.
