The Clay County Sheriff’s Office has arrested Charles Franklin Jones Jr. in connection with the deadly stabbing of Billy Clark Foster in Orange Park.
Foster was killed February 2, 2026, after an altercation in a parking lot near the 100 block of Knight Boxx Road. According to investigators, the two men had communicated for several days leading up to what detectives now believe was a pre-planned meeting. Authorities are still working to determine the exact purpose of that meeting.
Detectives say the incident was isolated between the two individuals and did not pose a threat to the public.
Jones was located during a traffic stop in Orange Park on February 5 and taken into custody without incident. He was booked into the Clay County Jail and charged with:
- Second Degree Murder
- Tampering with Evidence
- Depriving the Victim of Access to 911
- Knowingly Driving with a Suspended License
