Citrus County Woman Arrested After 43 Animals Removed from Floral City Rescue Property

CITRUS COUNTY, FL – A Floral City woman has been arrested after Citrus County deputies discovered dozens of animals living in what investigators described as extreme neglect at a self-proclaimed rescue.

On Monday, February 16th, deputies with the Citrus County Sheriff’s Office responded to a home on East Oak Court following reports of animal neglect at “Hess Haven,” an animal rescue operated by 24-year-old Jordyn Hess.

When deputies arrived, they found multiple animals had died due to what investigators described as severe neglect and abuse. Several dead cats were discovered inside trash bags. A deceased dog was found locked inside a transport carrier, and three dead birds were located in a chicken coop.

Inside the home, one dog and nine cats were living in unsanitary conditions with litter boxes overflowing with feces. In an exterior shed, deputies found twelve additional cats without access to food or water.

Agriculture Deputy Bo Gallant, who has worked hundreds of animal cruelty cases, called the scene one of the most heartbreaking of his career.

“No matter how many cases you work, you never get used to seeing animals living and dying in conditions like these,” Gallant said. “Getting them out while holding someone accountable was our absolute priority.”

In total, 43 animals were removed from the property and transported to Citrus County Animal Services for medical evaluation and treatment.

Hess was arrested without incident and booked into the Citrus County Detention Facility. She faces 11 felony counts of aggravated animal cruelty and 22 misdemeanor counts of animal cruelty.

The Citrus County Sheriff’s Office is reminding residents to carefully research and verify the legitimacy of any rescue organization before donating money, supplies, or animals. Officials say reputable rescues are transparent about their operations, maintain proper licensing when required, and prioritize the health and welfare of animals in their care.
