A convicted sex offender from Connecticut has admitted to attempting to coerce an 11-year-old Florida child into creating explicit images of herself. Federal prosecutors announced that Andrew Thomas Bull, 37, of Tolland, Connecticut, also known as Andrew Thomas Picard, now faces a minimum of 25 years and up to 50 years in federal prison. He may also be sentenced to lifetime supervised release.
Bull was previously convicted in 2013 in Connecticut for importing and possessing child pornography. He was arrested on May 25, 2023, at his home by FBI agents and later transported to Jacksonville for prosecution. His sentencing is scheduled for June 9, 2025.
Court records show that Bull was caught in an FBI undercover operation aimed at identifying individuals seeking to exploit minors online. On November 15, 2022, an undercover agent in Jacksonville posted a message in a public chatroom on a social media app, suggesting access to an 11-year-old child. Bull, using the username “brdr1066,” responded and began private messaging.
Over the next several months, Bull repeatedly asked about the child’s age and experience. He sent explicit images of himself and requested that they be shown to the child. He also shared child sexual abuse material and asked for explicit images of the child in return.
When federal agents arrested Bull at his home, they searched his cellphone and found at least 15 videos and 40 images of child sexual abuse, including material involving an infant.
The FBI’s Jacksonville and New Haven offices conducted the investigation. Assistant U.S. Attorneys D. Rodney Brown and Kelly S. Milliron are handling the prosecution.
This case is part of a nationwide effort by federal authorities to combat child exploitation and abuse. Law enforcement continues to work to identify offenders and protect victims.
