Second Arrest Made in Fatal Shooting Outside Orlando’s Magic Mall

Orlando Police Department (OPD) detectives have made a second arrest in connection with the fatal shooting of Joseph U. Phillips outside the Magic Mall on April 6, 2025. Naratha N. McKinney has been identified and arrested, adding to the charge already filed against Keishawn A. Richards.

The incident occurred at approximately 2:19 am in the parking lot of 2155 West Colonial Drive. Phillips was found deceased at the scene after being struck by a stray bullet during an argument involving a group of individuals.

The initial investigation revealed that Richards produced a firearm and attempted to shoot another person involved in the dispute, but instead struck Phillips. Richards was apprehended on April 6th and charged with Manslaughter with a Weapon.

Further investigation led detectives to identify Naratha N. McKinney as another individual involved in the argument who was taken into custody on Tuesday, April 15th. According to the OPD, McKinney brandished a firearm and discharged several rounds into the air during the altercation. As a result of these actions, McKinney has been arrested and charged with Manslaughter and Aggravated Assault with a Firearm.

The victim, Joseph U. Phillips, was 46 years old. Suspect Keishawn A. Richards is 42 years old, and suspect Naratha N. McKinney is 29 years old.
