Jury Convicts Jacksonville Man in Deadly Drive-By Shooting on Philips Highway

JACKSONVILLE, FL — State Attorney Melissa Nelson announced that a Duval County jury has found Ellis Marrero-Ramos guilty of Second-Degree Murder and two counts of Attempted Second-Degree Murder in connection with an October 2023 drive-by shooting on Philips Highway. Marrero-Ramos now faces up to life in Florida State Prison. Sentencing will be determined by Judge Mark Borello at a later date.

In the early morning hours of October 29, 2023, Jacksonville Sheriff’s Office officers responded to a shooting scene on Philips Highway where three individuals had suffered gunshot wounds. One victim died at the scene.

Witnesses reported shots being fired from a dark-colored truck traveling north on Philips Highway. Surveillance video showed the truck driver exiting the vehicle to approach a nearby nightclub before returning to the truck and fleeing the scene, at which point the passenger opened fire from the window.

Community tips led authorities to identify the truck’s driver as Christopher Garcia-Jimenez, whose vehicle was later discovered torched on the Northside. Investigators found text messages and social media activity linking Marrero-Ramos to the shooting. Marrero-Ramos was ultimately identified as the gunman.

Garcia-Jimenez pleaded guilty to related charges and was previously sentenced to 10 years in prison followed by 5 years of probation.

The case was investigated by the Jacksonville Sheriff’s Office and prosecuted by Assistant State Attorneys Joe Licandro and Elizabeth Brown.
