Lake City Man Sentenced to 176 Years for Child Sexual Abuse Material

LAKE CITY, FL — A 55-year-old Columbia County man will spend the rest of his life behind bars after a circuit judge sentenced him to more than 176 years in state prison following his conviction on multiple child sexual abuse material (CSAM) charges.

Steven Paul Shaffer was sentenced on Monday, June 22, 2026, by Third Judicial Circuit Judge Mark Feagle. The historic sentence follows a May 22, 2026, jury trial where Shaffer was found guilty on all counts.

Judge Feagle ordered that the prison terms for every single count run consecutively, effectively guaranteeing Shaffer will never be released.

ICAC Task Force Probe and Arrest

The investigation was launched in August 2023 after Columbia County Sheriff’s Office (CCSO) detectives assigned to the North Florida Internet Crimes Against Children (ICAC) Task Force intercepted a cyber-tip from the National Center for Missing and Exploited Children (NCMEC).

The specialized digital tracking data pinpointed a suspect operating out of a residence on Hamp Farmer Road in Lake City.

Following a series of digital forensic search warrants and exhaustive hardware audits, cyber-crimes detectives recovered numerous explicit CSAM still images and videos from Shaffer’s electronic devices. On December 5, 2024, Shaffer was arrested and booked into the Columbia County Detention Facility, where he was held without bond until trial.

Consecutive Sentence Math Leads to 176-Year Term

Under the statutory sentencing structure imposed by Judge Feagle, Shaffer was handed the maximum allowable penalties under the Florida Sentencing Guidelines for his digital offenses:

  • Possession/Control/View of Child Pornography (FSS 827.071): 15 years in prison for each individual count of possession.
  • Unlawful Use of a Two-Way Communication Device to Commit a Felony (FSS 934.215): 143 months (approximately 12 years) in prison.

Because Florida law permits judges to stack felony terms consecutively for separate instances of digital media possession, the aggregate total of the stacked 15-year counts combined with the communication device charge surpassed 176 years in the Florida Department of Corrections.

Statement from the Sheriff’s Office: Following the formal sentencing hearing, the Columbia County Sheriff’s Office released a statement reinforcing its aggressive stance against online predators:

“This sentence sends an unequivocal message: those who exploit and endanger children will be found, prosecuted, and held fully accountable under the law. Protecting children from sexual exploitation is one of our highest priorities, and we will continue to dedicate every resource available to investigate these crimes aggressively.”

Shaffer has been transferred from local custody to the Florida Department of Corrections reception center to begin serving his term.
