Jacksonville Teen Facing Multiple Charges After Officer-Involved Shooting in Murray Hill

The Jacksonville Sheriff’s Office (JSO) has released preliminary details and video of an officer-involved shooting that occurred on Rayford Street in the Murray Hill neighborhood on Monday, November 11, 2024.

Officer G. Robinson responded to an aggravated assault with a firearm call at a parking lot on South McDuff Avenue. Upon arrival, Officer Robinson encountered 18-year-old Cerry Banks near the corner of a business (Popeye’s Restaurant). Despite being directed to show his hands, Banks reportedly pulled a firearm from his waistband and fled.

During a foot pursuit, Banks turned toward Officer Robinson while holding the firearm. Officer Robinson fired, causing Banks to drop the weapon. Banks continued to flee and was later found injured in a drainage pipe. Paramedics provided medical care after Banks was placed in handcuffs.

The investigation revealed that Banks had been texting a 13-year-old girl inappropriately. The girl’s mother, posing as her daughter, arranged to meet Banks at the location to confront him. Upon arriving, Banks allegedly lifted his shirt to display a firearm and made a threatening statement, prompting the mother to call the police.

Banks is charged with two counts of aggravated assault with a firearm, two counts of lewd or lascivious conduct with a minor, traveling to meet a minor after using a computer to solicit a child, and unlawful use of a two-way communication device.

The State Attorney’s Office will review the legality of Officer Robinson’s actions, followed by an internal review by JSO, including a Response to Resistance Board assessment. Findings will be submitted to the Sheriff for final review.

JSO emphasized that the information is preliminary and subject to change as investigations continue.
