Neptune Beach Police Seek Jamaican Woman Wanted for Impersonating City Employee in Fraud Scheme

The Neptune Beach Police Department is searching for 26-year-old Deborah Elizabeth Ramsay, wanted in connection with an organized fraud scheme that scammed a victim out of $7,800.

Ramsay, described as a Black female standing 5’09” tall and weighing 220 lbs., allegedly used a fake email address to impersonate a City of Neptune Beach employee. On August 19, 2024, she sent a fraudulent building permit invoice to the victim, leading to the financial loss.

Following an investigation by the department’s Criminal Investigations Division, a felony warrant with full extradition was issued for Ramsay under Florida Statute 817.034(4)(B)1 for Organized Fraud. Ramsay is a Jamaican national known to travel frequently, and her current location is unknown.

Authorities urge anyone with information on Ramsay’s whereabouts to contact the Neptune Beach Police Department at 904-270-2413 or submit a tip anonymously to First Coast Crime Stoppers at 1-866-845-8477 (TIPS). Tips leading to her arrest may qualify for a reward.
