On March 11th, Jacksonville Mayor Donna Deegan provided new insights into the City’s 904 LEAN initiative, which aims to drive smarter governance, enhanced efficiency, and responsible financial management. The initiative, launched in partnership with the LEAN Competency System (LCS), focuses on continuous improvement and operational excellence across municipal operations.
Through 904 LEAN, the City has significantly streamlined processes such as permitting, contract approvals, and expense reporting. The initiative has already certified 34 employees as LEAN Green Belts, with 67 more expected to be certified in the coming months. These efforts have saved the City over 216,000 hours of employee time, equating to one full year of work for 103 employees.
“Faster response times, less bureaucracy, and improved services for the public are the direct result of 904 LEAN,” said Mayor Deegan. “By reducing time spent on paperwork, our employees can focus on essential tasks like fixing potholes, helping businesses, and ensuring public safety.”
Beyond the City of Jacksonville, entities like JEA and Florida Blue have also embraced LEAN principles, achieving significant savings.
In addition to the 904 LEAN updates, Mayor Deegan announced that Jacksonville is among the first cities in the nation to adopt AI and advanced financial modeling to enhance its budgeting process, in partnership with C3 AI. This new data-driven approach is expected to reduce redundant spending, hold vendors accountable, and lower the tax burden on residents.
“These innovations will ensure more resources for critical services like public safety and community programs, while also maintaining the high quality of services our residents expect,” Mayor Deegan concluded.
