The Jacksonville Sheriff’s Office has released preliminary information and body-worn camera footage from an officer-involved shooting that occurred on the night of Friday, May 2, 2025, resulting in the death of 58-year-old Norbal Garcia Jr.
At approximately [time not specified], JSO responded to a 911 call reporting a fight in the neighborhood and a man armed with a knife on Jillian Drive. Officer D. Zheng was the first to arrive and encountered Garcia holding two knives near two individuals who were crouched against a blood-streaked gate. One of the individuals appeared to have sustained knife wounds.
According to JSO, Officer Zheng gave Garcia multiple verbal commands to drop the knives. Garcia refused and began moving toward the two people. The officer then fired his weapon, striking Garcia. Once Garcia was secured, officers began rendering medical aid until Jacksonville Fire and Rescue personnel arrived and transported him to a hospital, where he was later pronounced dead.
The State Attorney’s Office is conducting an independent review to determine the legality of the officer’s use of force. Following that, JSO will conduct an internal review, and a Response to Resistance Board will examine the incident before presenting findings to the Sheriff.
JSO stated the release of information and video is part of its commitment to transparency. The investigation remains ongoing.
