Neptune Beach Police detectives have arrested two South Florida men accused of defrauding a local resident out of $7,000 in a sophisticated scam.
The case began on July 21, 2025, when a Neptune Beach resident was deceived into believing there was fraudulent activity within their bank. Investigators say the suspects created a false sense of urgency, convincing the victim to take actions that led to the financial loss.
Detectives with the department’s Criminal Investigations Division launched an extensive investigation and identified two suspects linked to the scheme, Norman Santana Caison and Jose David Palma Ruiz.
On November 7, 2025, Hollywood Police located and arrested Caison, who was booked into the North Broward Bureau Detention Facility. Four days later, on November 11, Bal Harbour Police apprehended Ruiz, who was booked into the Turner Guilford Knight Correctional Center in Miami-Dade County. Both men are awaiting extradition to Duval County.
Neptune Beach detectives traveled to South Florida to interview the suspects and recover key evidence tied to the investigation.
Caison and Ruiz are each charged with Communications Fraud and Unlawful Use of a Two-Way Communications Device.
Neptune Beach Police expressed gratitude to their law enforcement partners, including the Hollywood Police Department, Broward County Sheriff’s Office, Bal Harbour Police Department, and Miami-Dade Sheriff’s Office, for their assistance in bringing the suspects into custody.
