JACKSONVILLE, Florida – Detectives with the Jacksonville Sheriff’s Office have arrested a man accused in the fatal Christmas Day shooting of a Jacksonville woman in 2024.
Police said 48-year-old Thomas Lloyd Banks turned himself in Tuesday morning, May 26, at approximately 11:10 a.m. at the department’s District 3 substation.
Investigators said the case began on Dec. 25, 2024, when District 6 patrol officers responded to an apartment complex on Dunn Avenue after reports of a shooting.
Officers found 39-year-old Lisa Marie Santos suffering from a gunshot wound to the chest. Authorities said she died from her injuries before she could be transported to a hospital.
The Duval County Medical Examiner’s Office later ruled her death a homicide.
According to detectives, homicide investigators reviewed surveillance video, witness statements, and other evidence before identifying Banks as the suspect.
Authorities obtained an arrest warrant for Banks on May 22, 2026.
Banks was arrested after surrendering Tuesday and booked into the Duval County Jail.
He is charged with manslaughter and possession of a firearm by a convicted felon. His bond was set at $850,006.
Police identified the victim as Lisa Marie Santos (born Gerlach). Lisa grew up in Houston and attended Jersey Village High School before relocating to Jacksonville in 2010.
Investigators said the department’s thoughts remain with Santos’ family and friends as the case moves forward.
