A 22-year-old man from Kingston, Jamaica, was arrested in Florida on Monday, February 3, 2025, in connection with the murder of 33-year-old Donald Neece of Mobile. The suspect, identified as Zachri Frazer, was charged with murder after the Alabama Law Enforcement Agency’s (ALEA) State Bureau of Investigation (SBI) signed a warrant for his arrest.
The investigation began on January 29, 2025, when Troopers from ALEA’s Marine Patrol Division discovered Neece’s body near Spanish Fort in Baldwin County. Special Agents launched a homicide investigation and found that Frazer had recently been living in Mobile. Evidence indicated that Frazer took Neece’s vehicle after the murder and fled to Florida.
A law enforcement bulletin was issued for the suspect and the vehicle, and on February 3, 2025, deputies from the Marion County Sheriff’s Office in Florida spotted the vehicle. Frazer attempted to flee, leading to a brief pursuit before he was apprehended. The vehicle was recovered, and Frazer was booked into the Marion County Jail. He is awaiting extradition to Alabama for the murder.
ALEA thanked several agencies for their assistance in the investigation, including the Mobile Police Department, Mobile County Sheriff’s Office, Baldwin County Sheriff’s Office Intelligence Unit, Florida Department of Law Enforcement (FDLE), Marion County Sheriff’s Office, and Walton County Sheriff’s Office.
The investigation remains ongoing.
