Anthony Orlando, 32, of Palm Coast, was arrested by Flagler County Sheriff’s Office (FCSO) deputies on Tuesday, July 1, for multiple counts of lewd and lascivious exhibition following an incident at the Jungle Hut Road Park beach approach boardwalk.
Deputies responded to reports that Orlando was seen on the boardwalk stairs wearing only boxer-style underwear, with his hand inside his underwear, appearing to masturbate while observing a family with four young children using a nearby shower stall.
During the investigation, deputies collected a sample of a visible fluid found on the boardwalk where Orlando had been standing. The FCSO’s Crime Scene Investigation Unit tested the sample, confirming it to contain semen.
Orlando was arrested and charged with four counts of Lewd and Lascivious Exhibition in the presence of a victim under 16. He has also been trespassed from all Flagler County Parks. Orlando was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $120,000 bond.
Orlando has an extensive criminal history, including previous arrests for possession of methamphetamine, unlicensed concealed carry of a firearm, as well as assault, battery, and narcotics possession.
“This type of behavior is disgusting and will not be tolerated in our community, especially in a public park or places where families and children should feel safe,” said Sheriff Rick Staly. “Thanks to the swift actions of witnesses and deputies, this pervert was quickly arrested and taken to the Green Roof Inn.”
