STUART, Florida – Two suspects tied to a series of retail thefts across multiple states were arrested Monday in Stuart, Florida, following a coordinated investigation involving several law enforcement agencies.
On March 16, 2026, officers with the Stuart Police Department were alerted by the Port St. Lucie Police Department about two individuals suspected in multiple shoplifting incidents at Ulta Beauty stores in their area. Investigators later determined the suspects were connected to thefts at Ulta locations across several states.
Officers located the suspects at the Ulta store in Pineapple Commons and took them into custody without incident. During interviews, both individuals admitted involvement in multiple thefts and were transported to the Martin County Jail.
Authorities identified the suspects as Isabel Pardo Ramos and Oleiber Rios Rosabal.
Ramos was charged with tampering with a security device and grand theft. She also had an active warrant out of Galveston, Texas, for engaging in organized criminal activity, with full extradition and a $100,000 bond.
Rosabal was charged with attempted grand theft and principal in the first degree.
Investigators say both suspects have been linked to more than 40 retail theft cases involving Ulta stores across multiple states.
Officials credited the arrests to strong coordination between the Stuart Police Department, Martin County Sheriff’s Office, and Port St. Lucie Police Department.
The investigation remains ongoing.
