Jacksonville Towing Company Owner Arrested in Overbilling Scheme

JACKSONVILLE, Fla. — A towing company owner has been arrested following an investigation into alleged overbilling practices, according to the Jacksonville Sheriff’s Office.

Mohamed Bassam, 38, who owns King Towing and Storage LLC and Safe Harbor Towing LLC, was taken into custody on March 19, 2026, after detectives received multiple complaints about improper charges.

Investigators said that between December 2025 and February 2026, Bassam’s companies charged customers for services that were never performed, prompting an investigation by the Sheriff’s Office Wrecker Regulation Unit.

According to authorities, Bassam charged vehicle owners an administrative fee for sending lien notices, despite only issuing such notices on two vehicles over the past year. Detectives said he collected more than $5,300 in fees for services that were not completed.

Florida law requires towing companies to maintain detailed records of all vehicles towed, stored, or released for at least three years and to provide those records upon request. Investigators said Bassam repeatedly avoided meeting with detectives to review his records during the investigation.

Bassam has been charged with Scheme to Defraud and violations related to liens for recovery, towing, or storage of vehicles.

Officials said the case involves non-violent offenses but noted that the alleged actions targeted individuals in vulnerable situations.

The investigation remains ongoing.
