International Sting Rescues 6 Children; Florida Sex Offender Sentenced to Life

MELBOURNE, FL — A convicted sex offender will “rot away in jail” for the remainder of his life following a massive international investigation that rescued six children in the Philippines. On April 28, 2026, Kasey Caudill pleaded guilty in federal court to charges stemming from the production of child pornography and was sentenced to two consecutive life sentences.

The case, highlighted by Brevard County Sheriff Wayne Ivey, involved a complex web of digital forensics, undercover operations, and international cooperation.

A Repeat Offender on Probation

The investigation began in September 2024 when the Brevard County Internet Crimes Against Children (ICAC) Task Force received a “Cybertip” from the National Center for Missing and Exploited Children (NCMEC). The tip indicated that a user was uploading Child Sexual Abuse Material (CSAM) to the Kik messaging app.

Through an exigent subpoena, agents traced the activity to a residence in Melbourne, Florida, where they identified Caudill as the suspect. At the time, Caudill was already on Sex Offender Probation following a previous child pornography conviction, a fact Sheriff Ivey noted with visible frustration, stating his “sorry butt should have already been locked up.”

The Digital Trail to the Philippines

During a SWAT-assisted search of the residence, Agent Nalicia Bailey of the Digital Forensics Team uncovered evidence that escalated the case from possession to active production:

  • Digital Payments: Forensic analysis found a PayPal account used to fund the creation of new exploitation material.
  • Telegram Chats: Investigators discovered encrypted chats between Caudill and a woman in the Philippines identified as “Cindy.”
  • Directed Abuse: The evidence revealed that Caudill was paying the woman to record sexual acts with her own children at his specific direction.

International Rescue Operation

The Brevard County Sheriff’s Office teamed up with the Department of Homeland Security (DHS) to launch an undercover operation in the Philippines. The operation led to the arrest of Cindy Masarate and the successful rescue of her six children, who were removed from the abusive environment. Masarate has reportedly confessed and is currently awaiting prosecution in the Philippines.

Justice Served

The combined efforts of Agent Mike Melione, Agent Bailey, and federal partners culminated in Caudill’s guilty plea this week. Sheriff Ivey praised the relentless pursuit of justice by his team:

Caudill will serve his two consecutive life terms in federal prison without the possibility of parole.
