FLAGLER COUNTY, Fla. – A five-month investigation by the Flagler County Sheriff’s Office has resulted in the arrest of a Port Orange man accused of repeatedly harassing a Flagler County woman with thousands of phone calls and filing a false child abuse report against her.
According to the sheriff’s office, detectives began investigating in February 2026 after the woman reported receiving thousands of harassing calls and messages from blocked and unknown phone numbers dating back to March 2025.
Investigators said the victim sometimes received 50 or more calls in a single day, while her voicemail regularly filled with recorded messages and random audio clips.
The Flagler County Sheriff’s Office Major Case Unit, working with the agency’s Cyber Crimes Unit, determined the calls originated from a network of internet-based phone numbers that were traced to 31-year-old Luke Herbert of Port Orange.
Detectives also determined Herbert’s personal cellphone placed 213 calls to the victim during one week in early February. Authorities said the calls were disguised so they appeared on the victim’s phone as coming from an “Unknown” number.
The investigation also found that in December 2025, Herbert allegedly used an internet-based phone number to submit a false report to the Florida Department of Children and Families accusing the woman and her husband of abusing their children.
A child protective investigator responded to the report but found no evidence supporting the allegations and closed the case as unfounded.
According to investigators, the only known connection between Herbert and the victim was that Herbert had previously been trespassed from the business where the woman worked.
Authorities said this was not Herbert’s first arrest involving harassing phone calls. In an earlier Volusia County case involving similar allegations, Herbert entered a no contest plea to making harassing phone calls, and a judge withheld adjudication.
On July 17, detectives obtained a felony arrest warrant charging Herbert with stalking, filing a false report of child abuse and unlawful use of a two-way communications device.
The Volusia Sheriff’s Office arrested Herbert later that day at his Port Orange home on the Flagler County warrant. He was transported to the Volusia County Jail and was later released after posting a $12,500 bond.
