Operation Full Moon: 27 Arrests in Hillsborough County for Violating Sex Offender Laws

A multi-agency operation led by the Florida Department of Law Enforcement (FDLE), in partnership with the Hillsborough County Sheriff’s Office (HCSO) and the Florida Department of Corrections, resulted in 27 arrests after a three-day compliance check on registered sexual offenders and predators.

The operation, called Operation Full Moon, aimed to ensure that individuals listed on Florida’s sex offender registry are adhering to the state’s registration laws. During the operation, officers made physical contact with 70 registrants residing in Hillsborough County to verify that they were in compliance with the law.

Among the 27 arrested individuals, notable cases include:

  • Jorge Caez, 46, was arrested for transmitting harmful material to a minor and violating his sex offender probation.
  • Ankit Shingala, 25, was arrested for possession of a controlled substance and 10 counts of violating sex offender probation conditions.

Additionally, 11 individuals were arrested for failing to report mandatory information as required by law, including:

  • Daniel De La Cruz, 26
  • Wyatt Land, 20
  • Aaron Fourment, 46
  • Frank Ochoa, Jr., 52
  • Serone Gates, 26
  • Jessie Ramirez, 45, a registered sexual predator

Fourteen other individuals were arrested for violating probation conditions related to their status as sex offenders or sexual predators, including:

  • Christopher Dixon, 39
  • Joseph A. Anderson, 32
  • Astonio Gilbert, 47
  • Jesus Castellano-Mojica, 83, a registered predator
  • Austin Green, 38, a registered predator
  • Robert Fretwell, 78, a registered predator

All individuals arrested during the operation were booked into the Hillsborough County Jail.

The operation involved FDLE’s Enforcement and Investigative Support Bureau, Tampa Bay Regional Operations Center agents, HCSO investigators, and the Florida Department of Corrections, with additional assistance from FDLE’s crime intelligence analysts.

The operation underscores the state’s ongoing efforts to ensure sex offenders and predators comply with Florida’s strict registration laws, which require individuals to report their personal and contact information, including residential addresses and vehicle details, to local sheriff’s offices.
