Xu Huiping, a 55-year-old woman, was taken into custody over the weekend after being found hiding behind a couch during a follow-up inspection at Qiyue Health Inc., located at 1042 Pine Ridge Road. Huiping, the operator of the massage establishment, was arrested for failing to provide the necessary documentation required by state law during the inspection.
Huiping had been previously arrested last year as part of a multi-agency crackdown on illicit massage businesses in Collier County. At that time, she was one of 14 individuals arrested during an operation led by the Collier County Sheriff’s Office (CCSO) to identify unlawful activities in area massage businesses. On that occasion, Huiping had been rushing out of the business, then known as Asian Angels Spa, with suitcases in hand when detectives arrived.
Sheriff Rambosk emphasized the importance of ongoing inspections, saying, “Our detectives are not going to let up. They are going to continue to follow up and conduct inspections to make sure these establishments are in compliance with Florida law.”
The recent inspection followed tips that Huiping had reopened the business under a new name and that some customers were receiving sexual favors for an additional tip. Upon entering the business, detectives found Huiping hiding behind a couch and yelling in Chinese to suspected workers in the back room, some of whom attempted to flee through the back door.
During the inspection, detectives requested to see the customer logs, but Huiping provided incomplete and illegible records, with missing names, phone numbers, and service details. She also failed to provide employment records for the workers on-site.
Huiping was arrested on charges of failing to maintain the required customer and employee logs. The investigation continues as CCSO remains committed to ensuring compliance with House Bill 197, a law regulating massage therapy establishments to combat human trafficking and other illicit activities.
