Woman Accused of Using Stolen Credit Card Info Through Digital Wallet Faces Charges in Flagler County

FLAGLER COUNTY, Fla. — A woman is facing charges after investigators say she used stolen credit card information to make multiple purchases using a digital wallet, according to the Flagler County Sheriff’s Office.

The investigation began April 1 when a Palm Coast resident reported fraudulent charges on her credit card statement. The victim told deputies she noticed three unauthorized purchases made at stores in the Jacksonville area, despite not traveling there.

Detectives with the General Assignment Unit reviewed financial records and surveillance video, which showed a suspect making purchases on March 24 at three different locations. Investigators said the suspect added the victim’s credit card information to a cellphone digital wallet and used contactless payments.

Surveillance footage also showed the suspect arriving and leaving the stores in a white Lexus SUV.

With assistance from the Real Time Crime Center, detectives identified the suspect as 43-year-old Qianlang Gan of Staten Island, New York.

Authorities said Gan had already been arrested by the Jacksonville Sheriff’s Office on March 26 on unrelated charges, including possession of a counterfeit driver’s license, possession of a controlled substance, and petit theft. Investigators later confirmed she was driving the same vehicle seen in the fraud case.

Flagler County detectives obtained a warrant charging Gan with fraudulent use of personal identification information.

Gan is currently being held at the John E. Goode Pretrial Detention Facility in Jacksonville. Officials also said an immigration detainer has been placed on her by U.S. Immigration and Customs Enforcement.
