FDLE Arrests Registered Sex Offender Twice in a Month on 30 Felony Charges

Escambia County, Florida – The Florida Department of Law Enforcement (FDLE) has arrested Donschee Ricky Montrell Foster, 33, an Escambia County registered sexual offender, on a total of 30 charges related to violations of state registration laws and other crimes.

The charges against Foster include:

  • 20 counts of possession of child sexual abuse material
  • 1 count of failure to report a change in residence
  • 1 count of failure to report vacating a permanent residence
  • 3 counts of knowingly providing false sexual offender registration information by act or omission
  • 5 counts of failure to report internet identifiers (including Facebook Messenger, Roblox, X, YouTube, and Discord)

The Investigation

The investigation began in early November 2025 as part of an FDLE statewide initiative targeting criminals who violate registration laws and share files depicting the sexual abuse of children.

FDLE discovered that Foster was residing at an unreported address, in violation of Florida law. The investigation revealed he had not been at his registered residence for nearly a week but was living at a Pensacola apartment also occupied by a juvenile family member. An arrest warrant was obtained, and Foster was first arrested on November 20 for charges related to failure to report residence changes and providing false information.

During a post-arrest interview and subsequent digital forensic analysis of his cell phone, FDLE discovered that Foster was using multiple online accounts that had not been properly reported, in addition to files that appeared to depict the sexual abuse of children. An expanded search warrant led to the identification of numerous images involving the sexual exploitation of children.

A second arrest warrant was obtained on December 5 for the new charges, and the Pensacola Police Department took Foster into custody on December 6, transporting him to the Escambia County Jail.

The State Attorney’s Office for the First Judicial Circuit is prosecuting the case, and the investigation remains active.
