2-Day Joint Operation Targets Calhoun County Sex Offenders; 10 Arrested for Registry Violations

CALHOUN COUNTY, FL — A two-day multi-agency sweep targeting registered sex offenders and predators in Calhoun County has resulted in the arrest of 10 individuals for registry violations and probation infractions, state and local law enforcement officials announced.

The joint compliance operation was conducted by the Florida Department of Law Enforcement’s (FDLE) Missing Persons and Offender Enforcement (MPOE) Division, Pensacola Regional Operations Center, and Panama City Field Office, alongside the Calhoun County Sheriff’s Office (CCSO) and the Florida Department of Corrections (FDC).

Two-Day Compliance Sweep Yields 10 Arrests

During the operation, joint investigative teams made direct contact with 40 registered offenders across Calhoun County to verify home addresses, ensure compliance with state registration laws, and check probation conditions.

Prior to the start of the operation, law enforcement analysts with FDLE’s Offender Enforcement and Apprehension Unit conducted background queries, detecting unreported registration information and locating an absconded registrant. Officials noted that seven additional non-compliant offenders were already in custody prior to the launch of the active sweep.

In total, 10 individuals were taken into custody:

  • 9 Sexual Offenders arrested for state registry-related violations, including failure to report changes to residences, vehicles, email addresses, or internet identifiers; failure to register after vacating a permanent residence; and knowingly providing false registration information.
  • 1 Felony Probationer arrested for non-compliance with electronic monitoring requirements associated with a community control sentence.

Additionally, state agents initiated two separate criminal investigations into targets suspected of possessing child sexual abuse material (CSAM) and AI-generated CSAM.

List of Arrestees and Custody Status

Eight of the arrestees were booked directly into the Calhoun County Jail. Two suspects were apprehended in neighboring counties on outstanding CCSO warrants and are currently awaiting extradition back to Calhoun County:

  • David Smith, 59 — Sexual Offender (Booked: Calhoun County Jail)
  • James Vinson, 85 — Sexual Offender (Booked: Calhoun County Jail)
  • Vernon Webb, 62 — Sexual Offender (Booked: Calhoun County Jail)
  • Ezmond Williams, 19 — Sexual Offender (Arrested in Jackson County; Booked: Jackson County Jail)

Agency Acknowledgments & Status: The Calhoun County Sheriff’s Office commended the operational planning led by CCSO Investigator Sgt. Taylor Lowery, alongside leadership from FDLE ASAC John McClellan and FDOC Probation Supervisor William Davis.

The cases are being prosecuted by the Office of the State Attorney for the 14th Judicial Circuit. Authorities emphasized that the investigations remain active and additional arrests may follow.
