Couple Charged in Pool Construction Fraud Scheme in Brevard County; Scammed 300 Victims, Including Seniors

The Florida Attorney General’s Office of Statewide Prosecution has filed criminal charges against Charles and Kristin Black, owners of Legacy Pools in Brevard County, for allegedly operating a fraudulent pool construction scheme. The couple faces charges of scheme to defraud, filing false documents, and other related counts after an investigation revealed they took over $2 million from more than 300 victims across Brevard, Orange, and Osceola counties.

From October 2019 to August 2022, the Blacks allegedly collected large payments from customers under the pretense of building pools. Instead of fulfilling contracts, the couple reportedly spent the funds on a lavish personal lifestyle, leaving customers with incomplete or nonexistent projects and, in many cases, just holes in their yards.

The investigation also found that the Blacks falsified information on permit applications in Brevard County, defrauding the county of approximately $48,000 in permit fees.

Acting Attorney General John Guard warned the public to verify contractors before hiring, stating, “There are unfortunately scammers, like this couple, out there. When law enforcement officers find fraudsters taking advantage of Floridians, the Office of Statewide Prosecution will hold them accountable.”

Both Charles and Kristin Black are charged with:

  • One count of scheme to defraud more than $50,000 with a victim aged 65 or older
  • One count of scheme to defraud $20,000 to $50,000
  • Five counts of unlawful filing of false documents

The Florida Attorney General’s Office of Statewide Prosecution will handle the case.
