SARASOTA, Fla. – The Florida Department of Law Enforcement (FDLE) has arrested three individuals accused of participating in a transnational drug trafficking organization operating on behalf of a Mexican cartel.
Jose Luis Solorio-Ruiz, 67; John Lewis Crismon Jr., 76; and Emilio Garnica, 37, were each charged with one count of conspiracy to traffic heroin and one count of trafficking heroin. Authorities confirmed that Solorio-Ruiz is an illegal alien from Mexico with an active deportation order.
The investigation began in April 2025 when FDLE agents received intelligence about a cartel-connected drug trafficking operation working across multiple states. Investigators discovered that Solorio-Ruiz, Crismon Jr., and Garnica were responsible for importing over 2 pounds of black tar heroin and methamphetamine into the United States from Mexico.
The trafficking network spanned several states, including California, Tennessee, Georgia, and Florida.
Garnica was arrested on July 23 by FDLE agents and booked into the Sarasota County Jail. Crismon Jr. was taken into custody on July 28 and transported to the Duval County Jail in Jacksonville. Solorio-Ruiz was apprehended in Orange County, California, on July 24 in coordination with U.S. Customs and Border Protection.
The Florida Attorney General’s Office of Statewide Prosecution is handling the case. The investigation remains ongoing.
