Steven R. Parker of Ormond Beach was sentenced on May 27, 2025, to eight years in Florida State Prison, followed by 22 years of probation, for multiple cases of contractor fraud committed in the aftermath of Hurricane Ian.
Following the 2023 hurricane and during a declared state of emergency, Parker solicited home repair work from Port Orange residents affected by storm damage. He advertised his services in local Facebook groups and accepted payments from numerous individuals. Many of the jobs required specialized licenses—such as for plumbing, electrical, and structural repairs—which Parker did not hold.
Authorities say Parker also fraudulently used the business license of a legitimate South Florida contractor who shared his name. He created an email address similar to that contractor’s business to appear legitimate. In several cases, Parker either abandoned projects after receiving payment or never began the work. One victim ultimately lost her home within the city.
The fraud was uncovered after work stopped on one of the homes and the homeowner’s attorney issued a civil notice demanding either a refund or completion of the project. During the process, it was revealed that Parker was not properly licensed and had submitted estimates using another contractor’s license number.
Parker has been ordered to pay approximately $100,000 in restitution to multiple victims.
The State Attorney’s Office for Florida’s 7th Judicial Circuit led the prosecution.
